WHAT WE DO
The Lincoln Health Foundation is a non-profit organization, established to improve health care and outcomes for residents of Lincoln Parish.
The Lincoln Health Foundation was funded by the sale of Lincoln General Hospital to Community Health Systems in March, 2007. Net proceeds of approximately $22 million will be used by the Foundation to fulfill its mission and vision of improving health care and access for residents of Lincoln Parish by facilitating health-related initiatives, programs and services that improve quality of life.

HISTORY OF LINCOLN HEALTH FOUNDATION
History of Lincoln Health Foundation
Lincoln Health Foundation is a non-profit foundation operating in Lincoln Parish, Louisiana. It was incorporated under the non-profit laws of the State of Louisiana on July 18, 1996. Its stated purpose is found in Article 6 of its Articles of Incorporation. Part of that purpose is to use its present assets to "improve health care and outcomes for residents of the area historically served by Lincoln Health System, Inc., d/b/a Lincoln General Hospital, in accordance with Louisiana law applicable to the use of proceeds from the sale of non-profit hospitals."
The roots of Lincoln Health Foundation extend to the formation of Lincoln General Hospital, Inc. on January 16, 1962. Lincoln General Hospital, Inc. was also formed as a non-profit corporation and, under an arrangement with the Lincoln Parish Police Jury, operated a hospital ("Hospital") owned by the Lincoln Parish Police Jury and located in Ruston, Louisiana. The Hospital was operated under the trade name, "Lincoln General Hospital." Lincoln General Hospital operated the Hospital from its formation in 1962 until the Lincoln Parish Police Jury, pursuant to an affirmative vote of the voters of Lincoln Parish, sold the hospital to Lincoln Health System on December 31, 1996.
Lincoln Health Foundation was incorporated on July 18, 1996, as a non-profit corporation domiciled in Lincoln Parish. Its first Directors were:

These were all former directors of Lincoln General Hospital, Inc. On July 18, 1996, the same date of its incorporation, Lincoln Health Foundation, together with Willis-Knighton Medical Center in Shreveport, St-Francis Hospital in Monroe and Glenwood Regional Medical Center in West Monroe formed "Lincoln Health System, Inc.," a Delaware non-profit corporation. Lincoln Health Foundation acquired a 60% ownership interest in Lincoln Health System. All of Lincoln Health Foundation's Directors acquired positions as members of the 10-member Lincoln Health System Board of Directors. On December 31, 1996, Lincoln Health System acquired all of the assets of Lincoln General Hospital, Inc. by means of merger. Lincoln Health System also acquired the trade name, "Lincoln General Hospital," and continued to operate the Hospital under that trade name until it sold the hospital to Ruston, Louisiana Hospital Company on April 1, 2007, for $36,000,000.00. Ruston, Louisiana Hospital Company, LLC continues to operate the Hospital, but now under the trade name, "North Louisiana Medical Center."
Subsequent to the sale of the Hospital, the Shareholders of Lincoln Health System, Inc. voted to liquidate the Corporation. Lincoln Health System, Inc. is currently in liquidation with Lincoln Health Foundation as its largest Shareholder. As such, Lincoln Health Foundation receives periodic distributions of proceeds from the sale of the Hospital. These proceeds, combined with income from other sources, provide funding for the community projects undertaken by Lincoln Health Foundation as part of fulfilling its purpose as stated in its Articles of Incorporation.
Meet Our Board of Directors
Mr. Taylor currently serves as the Foundation Chairman since October 1, 2018. He joined the Foundation in 2015 and also serves as a member of the Finance Committee. He is a graduate of Louisiana Tech University and is a licensed CPA with over 28 years of banking and financial services experience. He currently serves as Executive Vice President and Chief Financial Officer for Century Next Bank, formerly Bank of Ruston and Century Next Financial Corporation.
Jo Tatum rejoined the Board as a Director in 2018 serving as the Lincoln Police Jury board membership appointee. Jo served on the original Lincoln Health Foundation Board from 2010 to 2015 as the appointee of Lincoln Parish Schools. She is a retired school nurse for Lincoln Parish Schools and is a member of the Foundation’s Grants Review Committee.
Mr. Hardison joined the Foundation board of directors in December, 2018. He has served as a law enforcement officer for most of his career, and currently serves as the Community Liason Officer for the Lincoln Parish Sheriff’s Office. He is a very active member of numerous organization boards. He is also a member of the Foundation’s Grants Review Committee.
Mr. James Davison serves as the secretary-treasurer of Lincoln Health Foundation. He is the former President and CEO of Davison Transport, Inc., and Davison Petroleum Products, both of which were sold to Genesis Energy, L.P., in 2007. Mr. Davison remains a substantial stockholder in Genesis Energy, L.P. He is actively involved on the Board of Directors of several organizations and is a member of several local foundations.
Mr. Wilbert Ellis serves as vice-president of Lincoln Health Foundation. He retired from Grambling State University after 43 years where he served in various capacities including Athletics Director, Head Baseball Coach, Dean of Men and Counselor. Mr. Ellis has served as a board member of numerous organizations including Lincoln General Hospital, American Baseball Coaches Association, and is the president of the Friends of Eddie G. Robinson Museum. He is actively involved in numerous other civic and community organizations.
Dr. Dean Kirby is a primary care physician from Baton Rouge, LA who now calls Ruston home after living here and practicing Urgent Care medicine at the Green Clinic for approximately 25 yrs. He has been married to his wife Carol for 40 years and with whom he was blessed to have three children, Matthew, Ben and Catherine – who have now added “granddad” as his most treasured role. His interests are many and varied, including photography, woodworking, ham radio, hammock camping, reading, fly fishing/tying. He has enjoyed doing hurricane relief work such as feeding with Rolling Hills Ministries and Christian foreign missions with Share Int, inc. Most recently, much of his free time is spent working and serving at Ruston Community Men’s Shed.
Dr. Hood is a registered nurse and has been on the nursing faculty at Louisiana Tech University since 1992. She completed her PhD in Nursing at The University of Texas in Tyler. She served as the Director of Louisiana Tech’s Division of Nursing until 2020 and is currently the Associate Dean for Undergraduate Studies in the College of Applied & Natural Sciences. She serves as a peer evaluator and Evaluation Review Panel member for the Accreditation Commission for Education in Nursing. Donna is a native of Ruston. She and her husband Richard are active members of Temple Baptist Church where she has served on multiple committees and worked with numerous medical mission teams serving in Nicaragua. Donna is an Edmond J. Safra Visiting Nurse Faculty Scholar with the Parkinson’s Foundation and is co-director of Louisiana Tech’s Parkinson Resource Center.

Dr. McGehee joins the Lincoln Health Foundation board in 2022. He practiced pediatrics at the Green Clinic in Ruston for over 37 years, retiring at the end of 2022. He served multiple terms on their Board of Directors. He is on the advisory board for Life Choices in Ruston. He has served as an elder at Christ Community Church (now The Bridge Community Church) and has served with committees in the Boy Scouts. He is a native of Ruston and graduated from Ruston High School and La Tech University before receiving his Doctorate in Medicine at LSU in New Orleans. He is married to Michele McGehee and has 4 children and 5 grandchildren.
Judge R. Wayne Smith joined the Foundation in 2019. He is a native Ruston. He is graduate of Ruston High School , Louisiana Tech University and LSU School of Law. Judge Smith engaged in the private practice of law in Ruston for 23 years prior being elected to District Judge for the Lincoln & Union Parishes. He served as District Judge for more than 18 years, retiring on December 31, 2014. Judge Smith has been married to Polly Smith for over 49 years, has 4 children and 11 grandchildren.
Rev. White joins the Lincoln Health Foundation Board in 2022. For the past 16 years he has served as the senior pastor of Zion Traveler Baptist Church in Ruston, the largest African American Baptist Church in North Central Louisiana. He is also the Founder and Chairman of the Board for Zion Traveler Community Development Corporation, a non-profit organization whose mission is to develop the community in the neighborhood surrounding his church by initiating the purchase of numerous properties, houses and vacant lots and develop them for the purpose of providing community housing and implement initiatives that benefit the community and City of Ruston.
Mr. Young is a graduate of Ruston High School, Louisiana State University, and Southern University. Prior to serving as principal of I.A. Lewis and Ruston Junior High School, he was a science teacher and coach in the Baton Rouge area. He is currently employed as Assistant Superintendent of Lincoln Parish Schools. Mr. Young is a member of the Louisiana Association of School Executives and holds completion certificates from the Louisiana Superintendent’s Academy and the National Institute of School Leadership’s Executive Development Program. He is a member of the Omega Psi Phi Fraternity, Inc. and several other local organizations.

Healthier Beginnings
Our Objective
Improve outcomes for children and their families by providing home-based parenting and early childhood outreach programs to families in Lincoln Parish who access public health or other assistance resources.

Featured Funded Projects
WISE Nutrition Curriculum Initiative (Year 8)
- Continue the WISE Program at Lincoln Parish Head Start, Lincoln Parish Early Childhood Center (LPECC), and Louisiana Tech Early Childhood Education Center (ECEC). This objective will continue to focus on comprehensive data.
- Deliver materials to support improvement in WISE implementation.
- Address food insecurity among early childhood educators.
Mentoring of Moms & Dads (MOMS & DADS) (Year 12)
- Exposure of “At Risk” young mothers and mothers-to-be to healthy family lifestyles
- Understand needs of young mothers and her baby and guide to positive solutions for meeting those needs
- Encourage mothers-to-be to seek adequate prenatal care and participate in proper nutrition
- Provide mentoring for young fathers of MOMs participants
Healthier LIVING
Our Objective
Promote healthier living by providing specific programs that address the following issues:
- Increase opportunities for physical activity in community.
- Increase teachers’ knowledge of nutrition.
- Increase parental knowledge of benefits of proper nutrition and physical activity.
- Encourage healthy food alternatives in school system and via nutritional education programs.
- Reduce the occurrence of teenage pregnancies and sexually transmitted diseases, and delay the onset of teenage sexual activity.

Triple Play: A game for Mind, Body & Soul (Year 11)
- Developing healthy habits to address nutrition, education and fitness
- Childhood obesity awareness & education
- Increasing fitness to reduce obesity, high blood pressure and other cardiovascular diseases
LA Tech STI Awareness Campaign
- Provide an open dialogue to a variety of venues and groups across the campus of Louisiana Tech University and in the Ruston community surrounding sexual health, leading to positive outcomes for reduction of rates in sexually transmitted infections, as well as teenage pregnancy.
Lincoln Parish Schools Hunger Task Force Backpack Program
- Weekly distribution of 300 food backpacks for impoverished students who are identified by school administrators as needing food during weekends.
- Foundation participation with local civic clubs, churches and other organizations who seek to address student hunger issues.
Healthier Outcomes & Access to Health Care
Increase access to health care services for Lincoln Parish elementary school students students and Lincoln Parish Residents by:
- Implementing school-based health care programs that:
- increase school nursing staff
- ensure that school nurse’s stations are stocked with adequate supplies
- provide hygiene supplies for those students who do not have adequate personal hygiene education or hygiene supplies
- provide dental, hearing, and vision screenings – as well as access to dental and vision care for students who need those services but are unable to access them, and ensure that the health care services provided to students in need are coordinated effectively by a school-based coordinator.
- Improve access to Lincoln Parish public health services by improving the operational flow of patients receiving services at the Lincoln Parish Health Unit, and expand the existing immunization program by providing the Gardasil vaccine for the Human Papillomavirus (HPV) to underinsured women between the ages of 19-26.

Team Up Year 11
“Team Up” is a program developed by Seeker Springs, which helps pre-teens increase life skills such as decision-making, communication, leadership, self-responsibility, social skills and self-esteem.
- Provide an evidence-based, easily accessible, cost effective, team-building program for teens that promote and develop the “Team-Up” life skills referenced above.
- Provide 7 group team-building sessions (one per week) on site in 5 Lincoln Parish Schools for at least 115 participants.
- Conduct multi-family group sessions on the campus of the agency following the on-site group sessions.
- Expand the program to other schools in our region by establishing relationships with other schools and promote the program to them, and to connect with an outside evaluator to research results of the group.
Elisha Ministries (Year 11)
Elisha Ministries provides services for chronically homeless individuals suffering from a mental illness or a severe disabling condition.
- The purpose of this grant is to provide salary support for Elisha Ministries case managers whose primary responsibility is to assess and plan specific mental, medical, and dental services that may be required for Elisha Ministries’ chronically homeless and mentally ill residents.
